Exactly. Another analogy can be drawn to control systems or thermodynamic systems. There may be various trajectories to bring a system from state A to state B (state transitions). But the choice of trajectory can have severe implications, especially as state is highly multidimensional.

One dimensional state could be the percentage of solar coverage of energy consumption, but there are hundreds of other states in your system to consider and depending on how you get there you may destroy or not destroy impacted societal and economical aspects.
