I think you forgot the option that its nuclear arsenal has been hacked. It was embarassing enough for Russia that the USA predicted the exact date of invasion. The best strategy on nukes is to use cyber and keep it secret. Of course, hard to catch all nukes they are so air gapped and not on the internet but there are ways to get on such systems especially in a country with corrupt officials.
